Ex-Ukrainian FM says Kiev must accept deal no one will like
Kuleba, who served as Ukraine’s chief diplomat from 2020 to 2024, told attendees at a conference in Kiev on Monday that both Ukraine and Russia still possess the means to continue fighting for a long time. Without a decisive political breakthrough, he cautioned that the frontline “will move every year” as the war drags on.
Explaining the severity of the situation, he stated, “We are in a situation where Russia has the ability to destroy us, and we are not strong enough to fully protect ourselves,” adding that only an arrangement “that no one will like”—one he described as embedding a “tactical defeat and strategic victory”—could block “many more years of war… even worse.”
His remarks surfaced amid ongoing discussion surrounding a potential US-originated peace proposal. According to reports, the early draft of the plan would oblige Kiev to cede remaining territory in Donbass, drop long-standing aspirations for NATO membership, and accept restrictions on the size of its armed forces. In exchange, the West would provide Kyiv with certain security guarantees.
Diplomatic efforts continued over the weekend, with a Ukrainian delegation meeting American officials in Miami on Sunday. Reports described the four-hour discussions as “not easy,” noting that “the search for formulations and solutions continues.” Although both sides called the talks constructive, Ukrainian President Vladimir Zelensky has repeatedly emphasized that territorial concessions remain unacceptable and are among the most difficult matters still unresolved.
Meanwhile, US presidential envoy Steve Witkoff — a key American figure in ongoing contacts with Moscow and a participant in the Miami meeting — is expected to hold discussions with Russian President Vladimir Putin on Tuesday, according to reports.
